So far little research has been done which takes into account a truly interdisciplinary approach. The paper outlines the political and legal framework for the European solar energy market and analyses the implications for the linkage between environmental and social sustainability and profitability. Market analyses show the effect of certain policies, room for improvement as well as chances and risks from the exporters point of view. They identify administrative hurdles which should be eliminated and show as well that feedin tariffs are much more effective than direct investment subsidies. The idea for this report originated within the Solar Energy Pilot Study of the NATO Committee on the Challenges of Modern Society (CCMS). The following countries were formal members of that pilot study: Australia, Belgium, Canada, Denmark, Federal Republic of Germany, France, Greece, Israel, Italy, Jamaica, Netherlands, New Zealand, Spain, United Kingdom, and the United States. (Additional countries participated as observers.) A Passive Solar Applications Group was formed as one of the subprojects of the pilot study. As part of the Groups collaborative activities, France offered to undertake a survey of European passive solar buildings. The results of the survey are contained in this document which covers buildings in Andorra, Belgium, France, Ireland, Italy, Spain, Sweden, Switzerland, Turkey, and the United Kingdom. An inquiry designed to identify newly constructed buildings required close cooperation between the authors, COMES, and both official organizations and concerned individuals in other European countries. The owners, builders, organizations, developers, architects, and researchers were asked to complete a questionnaire (reprinted in the appendix) and to supply additional documents, drawings, and cost figures that were used to establish data for each building. This study examines the nature of the fertiliser subsidy policy being provided under the Fertiliser Support Programme (FSP) in Zambia. Despite the programme in place for seven years, food insecurity persists and how the nature of the subsidy has contributed. The study was carried out through primary data collection and the used of secondary data and contrasts the finding in Kalomo and Senanga. The findings suggest that the nature of the subsidy and the way the programme is organised and implemented has not really benefited the smallholder farmers in terms of increased maize productivity, income from the sales of maize and household food security. To most smallholders, maize production is main source of income, yet the fertiliser subsidy in its current form assumes that the smallholders will have the cash to pay for fertiliser subsidy, when income from maize is not always possible. The FSP is also implemented as a uniform policy in a varied setting as depicted in the contrasting differences between Kalomo district and Senanga district. The study concludes that subsidy programme is designed, defined and implemented has implications for impact.
