New to Solar: Can I use solar panels designed for batteries to power my lights bike garage?

I found some $ 50-80 for solar panels 15 watts of power used to keep ATV or boat batteries charged. Are these signs can be used to power my lights on at dusk, or should I purchase additional equipment to accommodate? That would be my first solar panel purchase and I am eager to add panels as I can and I learn to use them effectively.
