Solar Yucaipa

why people be penalized for solar panels?
My friend had solar panels installed on my proposal in the City of Yucaipa, Calif. At the end of the year after the implementation of appropriations in the positive (it has generated more electricity that he used) the utility has hit with a charge of $ 2,400.00 (equivalent to $ 2,00.00 per month, more than the average electricity he used free solar panels). My question is what happened to someone else? And if so, can people who are environmentally this way, to come together and stand against this assault on the public, such a predatory punish people for going green?
That normally happens when you connect a solar power system of the utility and do not tell them. Or the utility did not swap meter. A lot of meters not working back and even if you do not push the emergency power meter it still works in a way that adds Bill. Another thing is your friend could use the power during peak usage hours which together with higher costs netmetering. Your friend must use power at night when rates are lower and leave the solar electric system recharge during peak hours.
