If I own a land do I need permit for building a cabin in Chelan WA?

Hi. I am in USA just for 4 years and I am looking buying over 20 A or land in Washington and to build a cabin where I can have a small solar panel system for power, a well to pump my water for shower, and a old school outside toilet and a firewood stove for heating. For drinking I would just buy water from the city. I just want to be free and live my life on my own land. Can I be free and independent on my own land? Can I get in trouble for trying to be free? If I post Private Property / Stay Away and I don't have any neighbors to upset I should be fine right? What would happen if the "officials" are finding that I live there?

The strange thing about your question is that you could get the permit and build your house legally for just a little bit more money...the only thing you would have to do is have a septic system...
